Friends of Spokane's Great Northeast,

We have two albums to upload this week.  The current report as of 10/19/2009 shows progress in sidewalks to Wabash Avenue, new (replacement) curbing from Wabash to Queen Avenue, and various views up and down Market Street showing the extent of grading improvements, areas improved that have never been paved before, various excavations and so on.  Residents and local business owners are becoming highly motivated, as the construction they have endured is now starting to take some defined shapes, and people are anxious to show off their new District to the rest of the City.

The second upload comes from Dave Griswold, who took pictures in our absence to illustrate the process the various street and curbing crews went through to lay the new conduits, pipes, vaults, sidewalks and curbs for the Market Street rebuild.  These are intentionally detailed pictures showing the mix of machine skills and manual arts necessary to get the project done.

These photos identify some volunteers sitting up “to watch concrete set” after an early episode of vandalism inspired them to protect the new enhancements to their neighborhood. Various scenes show detailed machine and manual finishing work to create the curbs for the district between Broad Avenue and Queen Avenue in the last two weeks of September 2009. Also shown: details of excavations near the Hillyard Fire & Rail Museum on Queen Avenue-Market St intersection.

Remember, you can have access to any and all of these progress-report photos about the market Street Revitalization Project, by going to the Historic Hillyard Website, and accessing all the packages of photos that have been posted there.  For a limited time, you may use them as you wish, as long as you give credit for the pictures to the Greater Hillyard Business Association.  Later this month, we will be consolidating this visual history into a DVD that anyone can use on their digital recorder, computer or TV, for a nominal cost.  When the DVD becomes available, we'll probably close out the online collection.

This year’s 12th annual ChalkArtWalk was unique.  Not only would this be the last opportunity artists would have to draw on the historic sidewalks of the Hillyard Business District before they are replaced this summer along Market Street, but they were also asked to envision what the future of Hillyard might hold, to compliment Greater Hillyard’s neighborhood planning efforts.  The theme, “Hillyard’s Future?” was interpreted by nearly 140 artists that came out this year, braving the dark skies constantly threatening rain that would likely annihilate their artwork.  The Hillyard Neighborhood met them with free chalk and t-shirts as well as free helmets for children from the Hillyard Kiwanis club.   Professor Larry Davis of EWU, his students and a collection of stakeholders in the planning process led the neighborhood’s visitors in discussion about what they would like to see in Hillyard’s future.

Thankfully the rain never came (except maybe a slight sprinkle), and the artists worked their magic on the sidewalks.  Along with the usual doodles, this year many people were inspired to share what they wanted for their neighborhood or what they thought the future held.  Many suggested clean and safe streets, restored and beautified buildings, diversity and harmony, and many of the other things the Hillyard Neighborhood has been waiting on for a long time, like the North-South Freeway.  No less than 3 zoos were also suggested for the neighborhood, including great drawings of an elephant and octopus.  Others still envisioned a futuristic Hillyard, including flying cars, floating cities and extra-terrestrials.  One artist even asked rhetorically, “Where’s my hovercraft?”  This year’s Best of Show winner, 15-year-old Makayla Miracle from Hillyard, illustrated her vision for a “Hillyard Hoverpark” to someday replace our ever popular Hillyard Skatepark.  This is the second time in 3 years that a young adult has won Best of Show over the older adults.  ChalkArtWalk is for children of all ages, but it’s always special to have a young person win it.

The Hillyard Festival Association sponsors ChalkArtWalk in Hillyard on the first Saturday of June every year.  HFA is proud to bring the neighborhood an event that highlights fun, art and community.  The HFA would like to congratulate all our participants; they are all winners and give special thanks to the Hillyard community for supporting our efforts.

Changes are about to happen in Hillyard some good and some not so good.  Hillyard downtown will begin the reconstruction of its roads, sidewalks and reconstruction within  a couple of months.  This will be good in the long run but will be tough during construction.  Businesses will need to plan better for advertising to remind the public that Hillyard is open and ready for business, just walk an additional block or two to visit us.  It is great for your health.

New sidewalks, trees, benches are a good piece of our past for the future.  Remember the slower moving times, you greeted everyone as you passed on the sidewalk.  Remember swimming in that there old creek.  No creek but a brand new pool. Yes, Hillyard is changing as far as bricks and mortor.  Hillyard needs to know that our attitiudes need to look to our new future also.

Sadly in this ecomony many businesses are thinking cutbacks, Horizon Credit Union in Hillyard has taken that approach.  June 26th they will be closing their doors for the Hillyard Branch.  Just prior to construction.  Sadly we will miss this hometown branch.

Hillyard we must now look and enjoy our new digs and invite everyone to join us now and then again reconstructed.

Greater Hillyard hosts 12th Annual Chalk Art Walk in historic downtown

Hillyard June 6th

Annual event will be last one on the historic district’s present sidewalks

 Spokane, WA May 27, 2009

This Saturday’s thirteenth Chalk Art Walk will be the last time the historic Hillyard sidewalks will serve as canvases for street artists and their fans in this renowned community event.  That’s because the 2009 streetscape project to renew the historic Market Street district will replace all the lumpy and cracked concrete with new, smooth sidewalks with colored trim designed to especially highlight the artists’ masterpieces.  Work on the street is scheduled to begin within the next few weeks.

Since 1996, the Hillyard Festival Association and other local organizations have staged this free competition for anyone who ever had a yen to write on a sidewalk with chalk.  Starting at 10:00 AM, contestants sign up for their own free sidewalk square and free chalk. They then have until mid-afternoon to complete their picture before judging. Participants are encouraged to bring their own chalks and fixative for a greater variety or more vibrant colors. Surface preparation and oil pastels are allowed and handmade chalks of brighter colors will be available at minimal cost.

This year’s theme, “Hillyard’s Future,” will be the basis for judging in the five age groups: 0 to 5, 6-10, 11-15, 16-20, and 21+ years old.  The theme is significant, because it relates to the City-funded long-range neighborhood planning effort that the Bemiss, Hillyard and Whitman are now pursuing as the City’s first joint-planning effort.  Funds from the neighborhoods’ Community Development funding were used to support successful grant requests for the streetscape improvements, and city funds combined with CD monies also are being used to fund the planning effort.   These two achievements were important in Greater Hillyard’s recent bid for Neighborhood of the Year, winning second place in the Neighborhoods USA national competition in the neighborhood partnerships category.

Marty Phanco, Hillyard Festival Chairman, emphasizes that the Chalk Art Walk contest is open to anyone, Free of Charge!  Originally designed for the neighborhood kids, the annual event also draws enthusiastic adult artists.  The winning entry is preserved, photographed, and the art decoration used as a logo on the next year’s Chalk Art Walk commemorative T-shirt.  Traditionally, each of the first 100 registered artists gets a free T-shirt depicting the previous year’s Theme winner.  In 2008, that theme was “Earth, Wind and Fire.”  This year’s theme T-shirt won’t be revealed until the day of the contest, June 6th.

To enter, prospective artists can fill out an information form at Chalk Art Walk Headquarters, at the corner of Market Street and Queen Avenue in the Historic Hillyard district.  At the same time, participants and their fans can fill out opinion surveys as part of the long-range planning effort in the community.  This will be the last official use of the old US Bank Building at the site.  It will be demolished this summer to create the  $5.5million Market Street Station project, which will bring 38 new housing units plus retail spaces to the historic district in one of several modernization drives in the neighborhood.

Chalk Art Walk judging is by a panel selected by the Hillyard Festival Committee, beginning about 2:30 PM, depending on progress and the numbers of artists.  Sensitive to the needs of parents and younger artists, Chalk Art Rules state that contestants will be judged on merit within age categories, need not be present to win, and can go home for lunch whenever they feel like it.

Hillyard Chalk Art Walk winners become minor celebrities in Spokane, especially among collectors of unusual T-shirts.  The 2008winner’s design depicting the theme, “Earth, Wind and Fire” will first appear as the logo on 2009’s unique shirts.  The shirt color is not announced until the day of the contest, and the first 100 go free to registered contestants. The Festival Committee sells remaining shirts of the limited edition during the June 6th contest.  Local commemorative T-Shirt collectors prize the garments for their rarity and unique souvenir value.  Some recent years’ designs are shown below.
